Why didn't anyone in the story call the cops on the uncle? Is the moral of the story that homosexuality is really just searching for a fathers love... or that making love to children is ok, and carries no consequences as long as you cry and apologize?

Uncle would have gone away for a while. having gone through that experience (albeit nothing so gentle as "the touch" and not with a family member), i can say with certainty that counselors are only obligated to report sexual violence when it is ongoing, there is a chance it might happen again, etc. obviously they would report it if they were dealing with a minor, but if a significant length of time had passed, i'd imagine the choice would be left to the patient.
of course, this is all subject to regional laws, so who knows?
